Indian Prime Minister Narendra Modi urged Russian President Vladimir Putin to end the Ukraine war and halt hostilities during a meeting on the sidelines of the Shanghai Cooperation Organization summit on Monday. Modi said India supports peace efforts and called for a transition from ongoing conflict to an end to the war. The appeal came as Russia’s Defense Ministry said it was planning "massive strikes" on Ukraine’s energy infrastructure, raising concerns about another winter assault after a warehouse attack that killed 38 people. Russia has become India’s largest crude supplier, providing more than 50% of its oil imports in June and July and nearly 43% through August 24. Indian purchases rose as the Iran war contributed to a global energy shortage. A U.S. House bill expected to receive final approval later this month would impose tariffs of up to 100% on countries among the five largest buyers of Russian crude oil or gas, including India and China. The United States previously imposed a total 50% levy on Indian exports under tariffs announced by U.S. President Donald Trump in August 2025, though the rate was reduced to 18% earlier this year. Washington has also sought to increase Venezuelan crude supplies to India as a replacement for Russian oil.
