NAVER is expanding its Saudi Arabia strategy beyond digital twin technology through partnerships spanning real estate administration, geospatial data and consumer services. NAVER Innovation, a joint venture between NAVER Cloud and NHC Innovation, signed an MOU with RER, Saudi Arabia's dedicated real estate registration authority, at LEAP 2026 in Riyadh. The parties will examine artificial intelligence, mapping and geospatial applications for real estate registration and urban administration, including technical integration and data exchange within applicable regulations. NAVER Innovation also signed a separate MOU with WDDK to assess an integrated service linking restaurant reservations, payments, ticketing and discounts, alongside marketing and hospitality initiatives. The agreements provide concrete examples of the local data and services that could connect to NAVER's planned Saudi map-based super app, which combines maps, AI, reservations and payments. The push follows approval last month of NAVER's digital twin platform as Saudi Arabia's national standard platform for local governments and a 2023 contract to build platforms for major Saudi cities. Separately, NAVER Innovation commissioned DRC on July 23 for research running through December 31; the contract exceeds 5% of DRC's 2025 revenue of 47.29 million riyals, implying a value of at least 2,364,500 riyals, or approximately 860 million won and $630,000. The research scope and final value were not disclosed. NAVER Innovation is the first operating entity under Naver Arabia, NAVER's Middle East headquarters, and industry observers say the agreements could help it evolve from a technology supplier into an operator connecting urban services if the partnerships become operating businesses.
