California lawmakers sent a package of energy and environmental bills to Gov. Gavin Newsom after the legislative session, with signatures or vetoes due by Sept. 30. Senate Bill 193 would guarantee about $921 million from the Greenhouse Gas Reduction Fund, including money for transit, forest health, clean drinking water and sustainable agriculture, after a three-tier payout system placed some programs last in line. SB 954 would close an environmental review loophole for advanced manufacturing facilities. Other measures would seek to lower electricity costs, improve grid capacity and transmission planning, expand access to small-scale solar and allow consumer-owned devices to support the grid. The package also includes measures aimed at federal challenges to California's environmental authority. A Newsom-backed wildfire compensation bill failed in the Legislature, an outcome widely viewed as favorable to the state's three largest for-profit utilities.
