U.S. President Donald Trump urged oil producers and refiners to raise capacity and increase fuel availability as average gasoline prices remained above $4 per gallon and drivers faced the most expensive Labor Day weekend prices on record. Executives from Chevron, Marathon Petroleum, Valero Energy and PBF Energy attended the White House meeting. Refiners said there was no immediate way to increase output, with the Renewable Fuel Standard (fuel-blending mandate) also criticized as contributing to higher costs. The U.S.-Iran war has disrupted Middle Eastern crude and fuel supplies, while strategic-reserve releases by several governments depleted global inventories. U.S. refinery utilization reached 98% at the end of August, including 103.5% in the Midwest and 99.8% in the Rockies, leaving limited short-term capacity. Analysts said new facilities would take about five years and face uncertain economics as fuel demand is expected to level off or decline. Global refining capacity has been reduced by roughly 7 million barrels per day in Asia and the Middle East and another 1.4 million barrels per day in Russia. WTI crude was about $90 per barrel early Thursday, compared with $67 on February 28, when the U.S. and Israel launched strikes on Iran.
