Naver filed a criminal complaint with the Gyeonggi Nambu Provincial Police Agency against Viva Republica, the operator of Toss, alleging business obstruction and violations of the Information and Communications Network Act. The complaint, filed around February and reported on September 4, concerns Toss reward-marketing programs including attendance-check missions. Users received Toss points for searching for specified products, restaurants or locations on Naver and entering details such as product tags, menu prices or walking distances. Naver said the incentives created artificial searches and clicks unrelated to genuine user interest, potentially affecting result visibility for businesses on Naver Store and Naver Place. The company estimated that Toss accounted for approximately 99% of abusive reward-marketing traffic targeting its platform. Police have interviewed Naver officials and collected relevant materials, with fact-finding inquiries involving Toss expected to follow. Naver said it had also asked other companies to stop similar campaigns and that all except Toss agreed to discontinue them. Toss said it could not confirm details while the matter was under police investigation.
