China’s Cyberspace Administration and six other government departments jointly issued an implementation plan for coordinated digital and green transformation from 2026 to 2030. The plan calls for digital and intelligent technologies to support a low-carbon transition, with artificial intelligence targeted for low-cost, high-efficiency applications by 2030. It also seeks higher energy efficiency for computing infrastructure and 5G base stations, while requiring renewable electricity consumption at key facilities such as computing infrastructure to align with the responsibility targets of their respective provinces. Digital and green applications will be expanded across agriculture, manufacturing, trade, consumption and urban operations, alongside smarter environmental governance, digital carbon management, stronger foundational capabilities and international cooperation.
