Binance and Kazakhstan's National Bank signed a September 4 memorandum of understanding under which the exchange intends to apply for a Category 1 payment service provider licence. The memorandum does not grant Binance that authorization, and any application remains subject to Kazakhstan's regulatory process. The Category 1 framework is intended for non-bank providers offering payment services and regulated connections between digital assets and conventional money, while barring deposit-taking and lending. The National Bank agreement was one of three memoranda involving Binance signed that day, alongside arrangements with the Ministry of Artificial Intelligence and Digital Development and the Astana International Financial Centre. The parties also discussed possible issuance of a Kazakhstan stablecoin, but no such token has been announced or launched. Deputy Chairman Binur Zhalenov described the initiative as part of a financial model combining tokenized assets, stablecoins, banks and payment providers. Binance Kazakhstan already holds a full Digital Asset Trading Facility licence from the Astana Financial Services Authority, obtained in September 2024. The exchange launched Binance Pay with Alatau City Bank across 5,000 point-of-sale terminals in July 2026. Kazakhstan has also piloted its Digital Tenge central bank digital currency using BNB Chain. Any Binance expansion from Kazakhstan into Commonwealth of Independent States markets would require approvals in each jurisdiction. BNB showed no immediate reaction to the announcement and traded at $718.25 on September 4, 2026.
