Ripple CEO Brad Garlinghouse renewed support for President Donald Trump's digital-asset agenda, saying the goal of making the United States the crypto capital of the world was within reach. His comments followed an August 19 White House meeting that brought together federal regulators and executives from major crypto, financial and market-infrastructure companies. The immediate legislative test is H.R. 3633, the Digital Asset Market Clarity Act of 2025, which passed the House in July 2025 and moved to the Senate. Majority Leader John Thune (R-SD) filed a cloture motion on August 8, and the Senate schedule sets it to ripen at 2:15 p.m. EDT on September 15. The bill would give the CFTC authority over spot markets for qualifying digital commodities while preserving SEC oversight of securities. A cloture vote would determine whether the Senate begins formal consideration rather than whether the bill becomes law.
