The CLARITY Act remains under pressure from an approaching Senate procedural vote, unresolved policy disputes and a shortened House calendar. Senator Cynthia Lummis said in an X post that Congress must complete the digital-asset market-structure measure during the current session or risk delaying another realistic legislative opening until 2030, when elections, committee leadership and congressional priorities could require negotiations to restart. Lummis also said the bill would strengthen customer protection in an exchange bankruptcy by treating certain digital commodities as customer property rather than assets of the failed platform. The Senate's September 15 cloture motion requires 60 votes to begin debate, with Republicans holding 53 seats and needing Democratic support. The House's removal of voting days has left little time to consider an amended Senate bill. An AMBCrypto report said voting sessions originally planned for September 21 and 28 were canceled, while earlier reporting had said the House would leave Washington on September 17. Polymarket priced 2026 enactment at 17% at press time, within the previously reported 13% to 18% range. The National Sheriffs' Association withdrew its opposition to the bill, removing one law-enforcement objection but not resolving the legislative obstacles.
