Ukraine is seeking a new allied support package as President Volodymyr Zelenskiy prepares for the possibility that its war with Russia could continue through another winter. The package includes stronger air defenses, energy assistance and supplies of U.S. liquefied natural gas. Zelenskiy met in Kyiv on September 6 with Jared Kushner and Steve Witkoff, envoys for negotiations from US President Donald Trump, after Witkoff held more than three hours of talks in Moscow with representatives of Russian President Vladimir Putin. Senior national security officials from the UK, France and Germany later joined the Kyiv meeting. Zelenskiy said the sides would continue negotiations at a time and place to be determined, while a postwar economic reconstruction "prosperity plan" was also discussed. Details of any peace proposal were not disclosed, and the territorial dispute remains unresolved: Russia wants Ukraine to cede additional territory in the eastern Donetsk region, a demand Kyiv rejects. Zelenskiy said the issue must be settled by the leaders. Prediction markets cited in the earlier record put the probability of a formal ceasefire agreement by December 31, 2026, at 23.5%, down from 34% in 24 hours, while the October 31, 2026, market stood at 12.5%.
