South Korea’s Financial Intelligence Unit (FIU) is examining whether registered virtual asset service providers (VASPs) are actually operating their management, technology, internal-control and compliance systems. A 2026 Addendum Filing Implementation Status Form reported by Etoday on Sept. 7 lists 44 review items covering financial condition, social credibility, major-shareholder eligibility, organization, personnel, computer systems, internal controls and compliance frameworks. Existing operators must complete the addendum filing by Nov. 20 under revisions to the Act on Reporting and Use of Certain Financial Transaction Information that took effect on Aug. 20. The checklist includes 17 items on organization, personnel, computer systems and internal controls, and 27 on compliance frameworks, including anti-money laundering, the Virtual Asset User Protection Act and other user-protection measures. VASPs must provide operating-status information, supporting documents and details about the preparer and reviewer. The FIU will compare reported information with evidence such as system screenshots, internal rules and outside-vendor contracts, and may conduct on-site inspections. It will also review major-shareholder eligibility, ownership stakes, share-acquisition timing and reasons, company roles and upper-tier control relationships. The process does not assign separate ratings, but requires existing operators to resubmit materials and demonstrate that their compliance arrangements function in practice.
