Ukraine is using long-range drone strikes against Russian refineries and other strategic infrastructure to impose economic costs and pressure Moscow to end the conflict. The latest attacks targeted the Lukoil-Permnefteorgsintez refinery in Perm and the TANECO facility in Nizhnekamsk, which together process roughly 29 million tons of crude annually. By mid-2026, Ukrainian forces had hit eight of Russia’s 10 largest refineries, contributing to reduced national processing volumes and localized fuel shortages. Ukrainian officials call the campaign "long-range sanctions," while Russian President Vladimir Putin says the strikes will not alter his military aims and Russia continues retaliatory drone attacks.
