South Korea's Ministry of SMEs and Startups and Ministry of Agriculture, Food and Rural Affairs have announced separate public-sector reorganizations under a broader government reform plan. The SMEs ministry will create the SME Marketing Promotion Corporation by merging the Korea SMEs and Startups Distribution Center with Public Home Shopping, integrate the Korea Business Incubation Association into KISED, transfer two institutions, consolidate three facility-management subsidiaries and remove three organizations from public-institution designation. The agriculture ministry will integrate the Livestock Products Quality Evaluation Service, Livestock Health Control Association and Livestock Environment Management Institute into the Korea Livestock Promotion Agency, while absorbing the Korea Rural Hope Foundation into the Korea Agency of Education, Promotion and Information Service in Food, Agriculture, Forestry and Fishery. The livestock merger is intended to link smart farming, hygiene, quarantine, slaughter inspection, grading and environmental management, while the second integration will connect agricultural scholarships with youth-farmer education and settlement support. Both ministries plan further legal, organizational and staffing work. The agriculture ministry will form an Integration Task Force this month, proceed in stages, guarantee employment succession and improve staff treatment; the Korea Racing Authority remains outside the merger plan, although its Gwacheon headquarters is highly likely to relocate.
