The Independent Community Bankers of America is urging Congress to expand the CLARITY Act’s ban on interest or yield for payment stablecoins beyond issuers to affiliates, exchanges and other digital-asset intermediaries. ICBA projects that stablecoin adoption could put $1.3 trillion in community-bank deposits and $850 billion in lending activity at risk, but says those figures are modeled scenarios rather than observed losses. Its assumptions compare a $1.22 trillion stablecoin market without holder yield with a $5.01 trillion market when holders can earn the federal funds rate, using data from FDIC, FFIEC, SBA and CRA sources. ICBA’s campaign and the bill’s May 14 Senate Banking Committee passage are confirmed by the group’s public pages, which identify the measure as H.R. 3633. Reports of a September 15 procedural vote and parallel crypto-industry lobbying have not been independently confirmed. The next concrete indicators are an official Senate calendar entry, published stablecoin-yield amendment text and on-the-record statements identifying any lobbying groups.
