Kristin Smith, head of the Solana Policy Institute, said she still believes the CLARITY Act has a favorable chance of passage, although her confidence has declined somewhat since the spring. Speaking to Crypto in America on Sept. 9, Smith said the digital-asset industry tends to assume it can steer legislation, but cannot control the process in practice.
