Speaking at a GOP midterm convention on Wednesday, Trump said, "I will issue a dividend to every adult citizen in the United States of America for $5,000." The election is 54 days away. The Census Bureau estimates there are about 245 million adult U.S. citizens, placing the program's cost at roughly $1.2 trillion. That would increase federal spending by more than 15% relative to the government's approximately $7 trillion in spending during the last fiscal year. Trump did not provide financing, administrative or legal details. Earlier reporting also left uncertainty over whether eligibility would extend to every American adult or only citizens, although the latest pledge specified adult citizens. The proposal follows other unfulfilled direct-payment ideas backed by Trump, including tariff rebates of up to $2,000 proposed in July and October 2025 and a $5,000 dividend tied to savings from the Department of Government Efficiency. Reuters previously estimated that a universal $5,000 payment could cost $1.35 trillion. Legal experts cited by CNBC said a payment explicitly conditional on election results could raise questions under federal laws that bar payments intended to influence voting. The pledge comes as federal deficits, debt-service costs and inflation remain political issues. The prior report put the fiscal-year deficit near $1.8 trillion, while the Congressional Budget Office projected a $2.1 trillion full-year deficit for 2026. It also reported annual PCE inflation at 3.7% and core PCE inflation at 3.3% in July.
