FIU-IND issued compliance notices on September 9, 2026, to 15 virtual digital asset service providers accused of operating without registration and violating requirements under India’s Prevention of Money Laundering Act, or PMLA. The agency ordered removals of their public apps and blocks of their website URLs under India’s information technology law and intermediary rules. The named services are Weex, Blofin, Rezorex, Bitunix, DigiFinex, Toobit, XT.com, Latoken, WOO X, Pionex, ChangeNow, SimpleSwap, Fixedfloat, WhiteBIT and Guardarian. The group includes exchanges, swap platforms and fiat-to-crypto on-ramp services. FIU-IND’s registration requirement applies to overseas operators serving Indian residents with crypto-to-fiat exchange, crypto-to-crypto swaps, custody or transfer services, even when they have no office in India. The announcement does not establish that every service has already been blocked, or that customer accounts, balances or withdrawals have been frozen. India brought covered virtual-asset activities within its anti-money laundering and counter-terrorist financing framework in March 2023, requiring qualifying providers to register as reporting entities and meet related obligations.
