The SEC Chairman opened an Investor Advisory Committee meeting by framing artificial intelligence in public-company disclosure and Regulation NMS as the day's central issues. He asked whether issuers use AI to compare and prepare disclosures, whether it improves accuracy or produces boilerplate, and whether it could widen cost and capability gaps between large and small entities. He cautioned that premature regulation driven by uncertainty could hinder innovation, raise barriers to entry and push innovators elsewhere, while asking whether any AI-related issues are ready for Commission review. On market structure, he noted that the Commission has proposed rescinding Rule 611, the Trade-Through Rule, and the prohibition on locked and crossed markets. He sought recommendations for preserving the NBBO's reliability after Rule 611, assessing effects on retail and institutional investors, and sequencing any further Reg NMS changes. The Commission's proposal, initially described in the existing record as issued in June, remains under staff review of public comments.
