Senate Republicans released a revised CLARITY Act text ahead of a Sept. 15 cloture vote on a motion to proceed to H.R. 3633. The vote is scheduled to ripen at 2:15 p.m. under the Senate floor schedule, and 60 votes would allow debate and amendments on the proposed federal crypto market-structure framework. The substitute text, identified as EHF26718, expands the bill's CFTC provisions for protocols described as decentralized but controlled by an identifiable person or group. It would pair an existing Securities and Exchange Commission assignment concerning non-decentralized finance trading protocols with a CFTC-side framework, while retaining the bill's focus on spot and cash digital commodity transactions. The revision addresses part of the concerns raised by 12 Democratic senators in July about DeFi exemptions and blockchain prediction markets, but it does not resolve demands involving Tribal sovereignty, event contracts, crypto ethics rules tied to President Donald Trump's holdings, or stablecoin rewards. Patrick Witt, the White House digital assets adviser, has urged senators to advance the bill and continue negotiations through the amendment process.
