The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) sanctioned individuals and entities across Iraq, Lebanon, the United Arab Emirates and Türkiye for supporting Kata’ib Hizballah and Hizballah, Iran-aligned militant organizations accused of financing terrorism and evading sanctions. The action also included a $1,427,230 settlement with an individual over providing management consulting and advisory services to an Iranian software company, receiving Iranian-origin dividends in U.S. bank accounts and acquiring real property in Iran. OFAC said the apparent violations were egregious and not voluntarily self-disclosed. Treasury also adopted a presumption of denial for Iran-related specific licenses, except in limited circumstances, and said its licensing division had begun rejecting most outstanding requests. The measures form part of Operation Economic Outcast, announced on August 24, 2026, which expands sanctions and enforcement pressure on Iran’s oil, financial and sanctions-evasion networks. Treasury and the Financial Crimes Enforcement Network also urged whistleblowers to report illicit Iranian finance and warned that blocked-property rules, civil or criminal penalties and possible secondary sanctions could apply to covered transactions.
