Prime Minister Mark Carney is seeking roughly $1 trillion in new investment over five years through a 167-project national prospectus and the Canada Investment Summit, scheduled for September 14-15, 2026, in Toronto. Executives from BlackRock and Blackstone are expected to attend alongside other global asset managers overseeing more than $100 trillion. The projects cover energy, critical minerals, infrastructure, data centers, artificial intelligence and liquefied natural gas. Canada recorded a net $1 trillion capital outflow from 2015 through 2024, while foreign direct investment reached $96.8 billion in 2025 and $44.7 billion in the first half of 2026. About $500 billion of the target is expected to come from new private-sector capital, with the remainder presumably involving domestic savings and pension allocations. The initiative follows the collapse of Canada-U.S. trade talks in August 2026 and Ottawa’s proposal of retaliatory tariffs.
