President Donald Trump said he would allow Chinese automakers to establish U.S. factories if they hire American workers, comparing such investment with Japanese manufacturers operating in the country. His comments came before Chinese President Xi Jinping's planned Washington visit, which Reuters reported will include a large business delegation. Chinese passenger vehicles remain effectively excluded from the U.S. market by tariffs exceeding 100% on Chinese electric vehicles and a 2025 Biden administration rule restricting Chinese automakers from selling or manufacturing passenger vehicles in the United States. The Alliance for Automotive Innovation has urged Congress to permanently bar Chinese-made vehicles and China-linked hardware and software, while the Senate Commerce, Science and Transportation Committee approved a bill in July targeting companies with more than 15% Chinese ownership.
