South Korea’s Financial Services Commission is reviewing whether to exclude group loans for residential officetels from financial institutions’ household loan volume-management targets, following an August measure covering housing-related group loans for newly built apartments. Residential officetels are used as living spaces but classified as quasi-housing under the Housing Act, leaving them outside the exemption. The issue has gained attention as projects such as Mokdong Yunseul Xi begin presales and some developments struggle to secure loan approvals. Non-bank lenders proposed the change at a recent household debt review meeting. Mutual finance institutions halted group lending early this year and resumed it about six months later in August after housing-related group loans were removed from volume targets, but the exemption applies only to mortgage loans. Authorities have raised some lending targets, although the additional capacity remains limited, and view a possible officetel exemption as consistent with the August 13 policy package aimed at expanding housing supply.
