YTN shares rose to their daily upper limit after the Board of Audit and Inspection found that senior officials improperly intervened in the 2023 sale of the broadcaster's shares. The stock traded at 2,635 won at 9:57 a.m. on September 15, up 605 won, or 29.80%, after buying orders drove it to the limit shortly after opening. The audit said Lee Dong-kwan, then-chairman of the Korea Communications Commission, requested a full sale of YTN shares held by KEPCO KDN and the Korea Racing Authority, and Kang Kyung-sung, then-vice minister of the Ministry of Trade, Industry and Energy, instructed the institutions and their sale underwriter to combine and sell their holdings. The institutions had initially planned to sell 29.99% of their combined 30.95% stake to preserve participation by large companies under the Broadcasting Act. They instead sold all 13 million shares, with Eugene Group winning the October 2023 auction for 319.9 billion won. The BAI referred materials concerning Lee and Kang to the Corruption Investigation Office for High-ranking Officials, while saying it could not determine whether the sale price was unfairly low.
