Shanghai's financial regulator has issued guidance to improve the quality and efficiency of technology finance across the city's banking and insurance sectors. Qualified institutions are encouraged to build enterprise-level artificial-intelligence platforms and use big data, blockchain, the Internet of Things and quantum computing in product development, business decisions and risk management. The guidance also promotes a shift in technology-company evaluations away from traditional financial indicators and toward technological innovation capabilities. Institutions are encouraged to use technology-finance databases and the Shanghai Tech Score, also known as the Shanghai Science and Technology Points system, to create dedicated evaluation frameworks, build more precise profiles of technology professionals and companies, and develop suitable financial products. The guidance further calls for stronger AI safety, data security, model and algorithm risk management, and consumer data privacy protections.
