The Korea Housing Finance Corporation’s unrecovered subrogation balance under its Jeonse Keeper Guarantee reached 455.9 billion won ($337.1 million) as of July, according to data obtained by Rep. Park Sung-hoon of the ruling People Power Party, a member of the National Assembly Political Affairs Committee. The program pays tenants when landlords fail to return jeonse deposits and then seeks reimbursement from landlords. Principal recovery fell to 9.02% by July, after reaching 10.19% last year. Unrecovered claims included 1,034 cases worth 180.8 billion won outstanding for one to two years, 710 cases worth 123.9 billion won outstanding for two to three years, and 130 cases worth 20.9 billion won outstanding for at least three years. Subrogation payments rose from 6.1 billion won in 2022 to 227.5 billion won in 2024, followed by 167.6 billion won last year and 87.3 billion won through July. Guarantee supply expanded to 10.4977 trillion won last year, while incidents rose from 51 cases in 2022 to 1,312 in 2024 before easing to 959 last year. HF attributed the earlier increase to reverse jeonse conditions and jeonse fraud, while saying the situation has since stabilized. Park called for stronger risk screening and recovery management.
