China’s Ministry of Industry and Information Technology and National Development and Reform Commission issued the first joint special plan for electronic information manufacturing during the 15th Five-Year Plan period. The blueprint targets more than 30 trillion yuan in operating revenue for above-scale electronic-information manufacturers by 2030 and research intensity of 3.5%. It covers integrated circuits, advanced computing, consumer electronics, basic electronics and energy electronics, with measures to strengthen industrial-chain security and develop internationally competitive companies. The plan calls for faster development of advanced storage, including high-bandwidth flash memory, high-bandwidth memory, ferroelectric, resistive and magnetoelectric memory, as well as breakthroughs in intelligent tiered storage, data sparsification and key-value caching. It also supports AI facilities with hundreds of thousands of cards, space-computing deployment and closer integration between computing power and electricity. The announcement came as China reported August industrial output growth of 5.2% year on year, while retail sales rose just 0.4%. Huawei and Seres separately agreed to explore a new AITO cooperation model giving Seres greater control over product and brand operations, with Huawei Terminal providing enabling capabilities. Other developments included Huawei’s unveiling of a four-layer 3D data-center design, a 45-company steel production-cut initiative, weaker Chinese and U.S. equity markets, and higher oil prices.
