The U.S. Senate failed to advance the Clarity Act after disputes over President Donald Trump's family crypto businesses, conflict-of-interest safeguards, stablecoin rewards and regulatory authority. The Sept. 15 cloture vote fell short of the 60 votes needed to proceed, with accounts reporting either 50-49 or 49-50, but both confirming the bill was blocked. Ethereum fell about 3% over the week, while XRP and Hyperliquid each declined more than 8% and US-listed spot Ethereum funds recorded their largest outflow since January. Bitwise CIO Matt Hougan said Bitcoin's rally is likely to continue until debt concerns improve, highlighting that BTC rose 38% from July 1 through Sept. 15 even as Polymarket odds of the Clarity Act passing that year fell from 39% to 18%. The bill would have established digital-asset classifications and divided oversight between the SEC and CFTC, leaving agency rulemaking, existing law, macroeconomic conditions and further congressional negotiations as the main routes for regulatory progress.
