The Al-Qassam Brigades, Hamas’s military wing, advised donors not to transfer funds directly from Binance for activity connected to the group, directing them to use other applications before sending USDT to an external wallet on Tron, according to U.S. Department of Justice asset-forfeiture documents filed on Sept. 9, 2026. A February 2025 communication named Trust Wallet, Bybit, OKX, Kast and RedotPay as alternatives and instructed contributors to use Tether’s USDT through Tron’s TRC-20 network without including identifying information in transaction details. Binance said the guidance showed its compliance controls were functioning, while OKX said the referenced wallet was unaffiliated with its exchange and had already been flagged for suspected illicit links. Kast cited identity verification, sanctions screening and transaction monitoring. U.S. authorities have seized approximately $560,000 linked to Hamas fundraising operations from March 2025 onward, while Treasury previously examined roughly $165 million in crypto-related transactions potentially tied to Hamas financing. Treasury’s 2026 assessment said Hamas and ISIS continued to use digital assets, although conventional financial services remained the principal channel for terrorist financing.
