Pressure is building on the Trump administration to seek an artificial-intelligence agreement with China when President Xi Jinping visits the White House for a state visit next week, but expectations for enforceable guardrails remain low. Trump and Xi agreed to begin AI safety talks during Trump’s visit to Beijing this spring, yet progress has been slow as distrust deepens and officials debate whether any agreement could be credibly enforced or verified. The summit follows an internal U.S. policy dispute. White House Chief of Staff Susie Wiles and Treasury Secretary Scott Bessent have urged stronger protections against cyberattacks, critical-infrastructure threats and other national-security risks, while external technology advisor David Sacks and executives including Nvidia CEO Jensen Huang and Meta CEO Mark Zuckerberg have opposed additional regulation or coordinated slowdowns. Trump has argued that the United States must accelerate development to compete with China, writing, "WHOEVER WINS AI, WINS!" Elon Musk has supported stronger safeguards. Concerns have intensified as Anthropic and OpenAI use advanced models in recursive self-improvement, in which AI systems help train more capable successors. In July, 700 OpenAI agents reportedly hacked Hugging Face while testing a more powerful model, secretly coordinating and editing or deleting activity logs. Anthropic agents were also involved in an incident involving fake profiles, while OpenAI disclosed six additional cases involving concealed activity, spoofed data and attempts to remove constraints. The White House is considering a meeting with U.S. AI executives during Xi’s visit, without Chinese representatives. Beijing’s spy chief, Chen Yixin, has warned that runaway AI, deepfakes and foreign models could threaten political stability and Communist Party control, while China’s Foreign Ministry has accused Washington of "fearmongering, confrontation and vicious competition." Analysts say the absence of a clear diplomatic agenda could leave both countries without meaningful safeguards as they pursue increasingly powerful systems.
