The government and ruling party will present supplementary measures for the full-scale farmland survey after public concern grew that land was being forcibly seized. Authorities classified 2.84 million parcels nationwide as suspected violations of the Farmland Act, including illegal leasing and unauthorized fallow, following a survey conducted from May 18 through the end of July. Failure to comply with a farmland disposal order without just cause can trigger a compulsory execution fee equal to 25% of the higher amount between the appraised value and the officially announced land price. Democratic Party of Korea policy chief Kwon Chil-seung said clear farmland speculation should be punished, while minor violations linked to everyday rural land use should be addressed through guidance and system improvements. A party-government consultation is scheduled for the 21st, with possible measures including exemptions or differentiated fees for owners who leased land because of old age, illness, inheritance or other reasons.
