China's Ministry of Industry and Information Technology, the National Development and Reform Commission and eight other government departments jointly released the "15th Five-Year Plan for Pharmaceutical Industry Development" on the 18th. Covering 2026 to 2030, the plan sets 10 projected indicators, including pharmaceutical industry operating revenue above CNY 3.5 trillion, or about $522.7 billion, by 2030. It calls for innovative drugs to grow by more than 20% annually, first-in-class innovative drugs to exceed 25% of the global total and listed pharmaceutical companies to maintain average annual R&D intensity of at least 10%. Other targets include at least five drugs with global annual sales above $1 billion, 200 or more cumulative approvals for innovative medical devices, 50 pharmaceutical companies with annual revenue above CNY 10 billion and 20 pharmaceutical industrial parks at the 100-billion-yuan scale. The plan also promotes artificial intelligence, quantum computing, supercomputing, computational medicine, biomanufacturing and advanced fields including gene editing, cell programming, brain-computer interfaces and organoids. Its objectives mark a shift from scale expansion toward innovation, international competitiveness and the development of biopharmaceuticals as a new national pillar industry.
