US President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 on Friday after congressional approval, expanding sanctions on Russia’s energy and defense sectors, its shadow fleet of oil tankers and Iran. The law authorizes tariffs of up to 100% on major buyers of Russian oil and gas, exposing China and India most directly, while extending US sanctions on Iran’s energy and weapons sectors through 2031. The White House said the measure expands statutory sanctions, tariffs and prohibitions on Russia. Russian President Vladimir Putin said earlier this month that Russia has faced more than 30,000 sanctions and has strengthened ties with reliable trading partners.
