The Tunica-Biloxi Tribe of Louisiana has launched SaltTrade Derivatives, a Tribal-owned prediction market platform that uses Kalshi’s infrastructure for trade matching, clearing and market surveillance. Kalshi CEO Tarek Mansour described it as the first prediction market application launched by a sovereign Tribal nation in the United States. SaltTrade will operate under its own branding and customer-facing interface, while relying on Kalshi’s exchange systems rather than running a separate exchange. The venture will offer event contracts tied to future outcomes through a structured marketplace with defined rules and objectively verifiable results. It is relying on conditional no-action relief from Commodity Futures Trading Commission staff instead of registering with the agency, while remaining subject to the CFTC’s jurisdiction over regulated derivatives and event-contract markets. The launch adds a Tribal-owned model to a sector facing unresolved disputes over whether event contracts are federally regulated financial products or gambling products subject to state and Tribal authority. Kalshi has argued that its exchange model brings buyers and sellers together without taking the opposite side of a trade. The initiative forms part of the federally recognized Tribe’s broader economic diversification efforts, which include Paragon Casino Resort and MobiLoans.
