The U.S. Senate Banking Committee plans a Republican-only roundtable on prediction markets during the week of Sept. 22, Punchbowl News reported, although it has not released an agenda or participant list. The session follows the Senate’s Sept. 15 failure to advance the CLARITY Act (H.R. 3633) in a 49-50 procedural vote, below the 60 votes required. The bill was intended to establish a broad crypto market-structure framework, clarify Securities and Exchange Commission and Commodity Futures Trading Commission authority, and add consumer protections. Its defeat followed more than a year of bipartisan negotiations and disputes over President Trump’s crypto dealings. Seven Democratic senators who participated in the talks called the outcome a setback rather than the end of negotiations. Attention has shifted toward agency action: the SEC and CFTC signed a coordination memorandum in March, the SEC issued guidance on staking, mining, airdrops and investment contracts, and the CFTC sent a crypto-market rulemaking proposal to the White House for review. Stablecoins separately fall under the GENIUS Act, while crypto businesses may also face FinCEN, banking and state licensing requirements.
