The Bank of Russia has drafted a rule that would limit commercial banks’ exposure to crypto assets and related instruments to 1% of their own capital. The proposed framework would cover direct holdings, derivatives, loans and bonds linked to cryptocurrencies or foreign digital financial instruments held on bank balance sheets. The regulation is scheduled for formal publication in the fourth quarter of 2026 and would take effect 10 days later, while banks would begin reporting relevant crypto-exposure data in January 2027. The measure advances the central bank’s planned N31 and N32 prudential ratios for individual lenders and banking groups, alongside a common methodology for measuring and reporting digital-asset risk.
