Seoul Mayor Oh Se-hoon rejected President Lee Jae-myung’s explanation for Seoul’s housing-supply decline, saying permits and construction starts depend on earlier steps such as district designation and redevelopment-association formation. Oh attributed much of the shortfall to 389 redevelopment zones canceled between 2012 and 2020 during former Mayor Park Won-soon’s tenure, which he said removed plans for 430,000 homes. He also criticized the 35-story residential height cap, tighter consent procedures and higher reconstruction safety requirements, while defending Seoul’s recent redevelopment efforts and calling for central-government changes to project financing and association-member transfer rules.
