South Korea recorded 1,909 business owners aged 18 or under between 2021 and 2025, an annual average of 382, National Health Insurance Service data showed. The figures, obtained by Democratic Party of Korea lawmaker Moon Jin-seok, who serves on the National Assembly's Strategy and Finance Committee, cover only minor business owners enrolled as workplace subscribers. Twenty-one reported annual salaries exceeding 100 million won ($73,000), including one child aged 5 or under. Real estate, rental and business services accounted for 95 of the top 100 minor earners. Separately, 3,233 minors reported real estate rental income last year totaling 55.584 billion won ($40.5 million), including 179 children aged 0 to 5. Moon urged the National Tax Service and the National Health Insurance Service to investigate whether family corporations or income splitting were being used for tax avoidance.
