Venezuela’s Acting President Delcy Rodríguez arrived in New York for United Nations General Assembly meetings focused on energy, debt, mining and reconstruction, including a scheduled meeting with US President Donald Trump. Her first US visit since assuming the acting presidency in January follows months of negotiations involving Venezuelan ministries, PDVSA and international companies. Continental Resources signed a memorandum with PDVSA to develop the Ayacucho 2 block in the Orinoco Belt, while Halliburton signed separate memoranda with Eneva and WESCA covering Venezuelan development opportunities, field evaluation, reservoir analysis and digital technology. Chevron reportedly plans to invest $7 billion through Venezuelan joint ventures, Eni and Chevron finalized agreements to expand production, and ExxonMobil is assessing a return through the Petromonagas and Carabobo heavy-oil assets. ConocoPhillips, however, continues to link any return to repayment of approximately $11 billion in historical claims. Rodríguez’s agenda also includes sovereign and PDVSA debt restructuring, international financing and mining, while the Inter-American Development Bank prepares a two-year engagement plan covering electricity, macroeconomic frameworks, data and investment needs.
