Cambodia will open a global conference on countering cyberfraud as it seeks to demonstrate progress against a multibillion-dollar scam industry operating across Southeast Asia. Representatives from more than a dozen countries, including the United States and China, will attend the two-day meeting in Phnom Penh. Cambodian authorities say they have raided hundreds of compounds and deported hundreds of thousands of people over the past year, but analysts and opposition figures question whether politically connected individuals have been held accountable. Reporters visiting shuttered sites saw facilities that once housed as many as 20,000 workers and materials including fake FBI and Chinese police badges. The United States estimates Americans lost more than $10 billion in 2024 to scammers operating in the region. Analysts say criminal groups have responded to raids by splitting operations into smaller units and moving them overseas.
