UBS Group shares fell more than 3% Tuesday as Chief Executive Sergio Ermotti and Swiss Finance Minister Karin Keller-Sutter made opposing final appeals before parliament’s upper house considers new capital rules for the bank. Keller-Sutter supports requiring UBS to back foreign units with 100% Common Equity Tier 1 capital, a proposal also backed by the Swiss National Bank and designed to place potential losses on shareholders rather than taxpayers. A separate 90% CET1 proposal is also under consideration. Ermotti rejected both approaches as unacceptable, warning that they could make UBS uncompetitive and call the sustainability of its business model into question. UBS has instead supported the Council of States’ economic committee proposal, known as WAK-S, which would use a 50/50 model involving Additional Tier 1 instruments. The upper-house decision is due Wednesday, after which the bill will move to parliament’s lower house; a final decision is expected no earlier than the end of this year and more likely in 2027.
