President Donald Trump's U.S.-backed Board of Peace is seeking $2.45 billion from the international community for a six-month Gaza recovery program encompassing 66 reconstruction, governance, humanitarian and security projects. U.S. special envoy Steve Witkoff presented the effort at a United Nations briefing, saying its implementation requires sustained cooperation and has no quick solution. The plan estimates Gaza's physical damage at roughly $35.2 billion and puts longer-term recovery and reconstruction needs at about $71 billion over the next decade. The Oct. 10 ceasefire halted the heaviest fighting, but reconstruction has not begun, Hamas has not disarmed, the planned International Stabilization Force and Palestinian technocratic government have not entered Gaza, and Israel controls about 60% of the territory.
