Morocco’s monarchy-aligned Authenticity and Modernity Party (PAM) won 97 of the 395 parliamentary seats in provisional results, ahead of its senior coalition partner, the National Rally of Independents (RNI), with 66, and the Istiqlal Party with 65. The Justice and Development Party (PJD) surged to 54 seats after winning 13 in 2021. Turnout fell to 38.02% from 50% in 2021. Under the 2011 constitution, King Mohammed VI appoints the prime minister from the largest party, placing PAM in line to lead the next government, although it will need coalition partners because no party is expected to secure an absolute majority. PAM leaders have ruled out renewing their partnership with RNI. The government will face pressure over jobs, wages and living costs after deadly Gen Z-led protests last year, while overseeing billions of dollars in investment ahead of Morocco’s role as cohost of the 2030 World Cup. PAM campaigned on a $37 billion platform that promised 1 million new jobs, higher wages and continued healthcare and social-protection investment. Possible prime-minister candidates include PAM’s Fatima Ezzahra El Mansouri and Fouzi Lekjaa, the budget minister and head of the football federation.
