Senate Republicans will return to Washington next week to vote on the Ratepayer Protection Act, seeking to demonstrate action on electricity costs and broader affordability concerns ahead of the November 3 midterm election. The bill would require state utility regulators to consider whether large electricity users, including data centers, should pay incremental costs for power infrastructure built to serve them. It passed the House 417-3, including support from 206 Democrats, but Senate Democrats blocked an effort to advance it by unanimous consent and say it is too weak because compliance would remain voluntary. Democrats instead support the GRID Savings Act, which would require large data centers to pay the full cost of related grid upgrades. The vote comes as Republicans face political pressure over inflation, President Donald Trump's war with Iran, and weak approval ratings. Senator Jon Husted, who is trailing former Senator Sherrod Brown in Ohio, pushed for the Senate to take up the legislation. Other Republican candidates have sought distance from Trump on the Iran war and immigration enforcement as the party works to retain control of Congress.
