PayPal will suspend new Bitcoin and other cryptocurrency purchases for users in Luxembourg from June 25, 2026, as the country implements the OECD's Crypto-Asset Reporting Framework, or CARF, in local law. Existing holders can continue managing and selling their positions. The rules require crypto facilitators to collect and verify information including account-holder addresses, applicable tax identification numbers and entity classifications, with data reported to Luxembourg's Administration des Contributions Directes and potentially shared with foreign tax authorities. The requirements cover both new and existing accounts. PayPal expects to resume purchases by the end of 2026, and the geographically limited pause has not been linked to reported crypto-price effects or broader market disruption.
