President Donald Trump is seeking to cancel $810 million in congressionally approved funding through a controversial pocket rescission submitted five days before the Sept. 30 fiscal-year deadline. More than half of the proposed cuts, including $567 million, would affect Health and Human Services programs serving refugees and unaccompanied minors. Other targets include migrant-student education, housing counseling, migrant social services, racial-tension programs and minority-business initiatives. The administration says the rescissions advance its goal of ending federal support for noncitizens and eliminating wasteful or harmful spending. The Government Accountability Office says the maneuver unlawfully sidesteps Congress’s power of the purse, while the Office of Management and Budget argues it is permitted under the 1974 Impoundment Control Act. Republican Senator Susan Collins and Democratic Senator Patty Murray have both condemned the action, which could face new legal challenges after the Supreme Court’s earlier intervention did not resolve the legality of pocket rescissions.
