The U.S. Commodity Futures Trading Commission accused Cash FX Group S.A., its chief executive Huascar Jose Lopez Castillo, The Conversion Pros Inc., its CEO Ronald Pope and Florida promoter Justin Halladay of operating an alleged multilevel-marketing Ponzi scheme tied to purported retail foreign-exchange trading in a commodity pool. The CFTC said the operation collected more than $950 million, while participants lost at least $406 million. Investors were allegedly promised expert trading, proprietary algorithms, artificial intelligence and returns of up to 15% a week. The agency said Cash FX conducted minimal trading, used new contributions to pay fictitious profits and misappropriated nearly all participant funds. The complaint, filed Sept. 25 in the U.S. District Court for the Middle District of Florida, seeks restitution, disgorgement, civil monetary penalties, trading and registration bans, and a permanent injunction.
