The United States issued 68,130 nonimmigrant visas to South Koreans in 2025, down 7.95% from 74,015 a year earlier during former President Joe Biden's administration. The decline followed the inauguration of U.S. President Donald Trump, with decreases across most categories, including B-1 business and B-2 tourism visas. Average monthly B-1 and B-2 issuances fell from 1,273 in 2024 to 1,212 in 2025 before rising to 2,027 in January and February 2026. F-1 student visa issuances dropped from a monthly average of 1,195 in 2024 to 965 in 2025 and 273 in January and February 2026. The figures were analyzed by the office of Rep. Hong Kee-won of the ruling Democratic Party, which called for diplomatic efforts to normalize visa issuance.
