Prime Minister Andy Burnham said he would present a plan for free-at-the-point-of-use social care at Britain’s next national election, due by mid-2029. The former Manchester mayor said the cost would be shared across the population but gave no details on financing. His pledge came at the start of his first Labour Party conference as prime minister and followed the death of his father in a care home earlier this month. Delaying the proposal gives finance minister John Healey more room before the Oct. 28 budget, as the government faces high borrowing costs, rising energy bills, a growing welfare bill and a £4.7 billion shortfall in the Defence Investment Plan. Burnham said he wants to end a decade of drift and division since Brexit while easing cost-of-living pressures.
