The European Securities and Markets Authority will focus its 2027 crypto agenda on harmonizing supervision of crypto-asset service providers, strengthening operational resilience and outsourcing oversight, and expanding technology-driven market surveillance under the Markets in Crypto-Assets Regulation. ESMA Chair Verena Ross said the regulator will modernize supervision through greater use of data and technology while working closely with National Competent Authorities. The regulator plans to standardize periodic CASP reporting, develop common risk indicators and supervisory dashboards, and bring the first phase of its MIDAS centralized surveillance system into full operation in 2027 to identify potential market abuse. ESMA will also prioritize tokenization through guidance and non-binding opinions supporting the DLT Pilot Regime. Its review of event-contract, or prediction-market, platforms will continue, following its warning that many fall under binary-options rules and require MiFID II licenses. ESMA also plans to feed supervisory experience into the European Commission's MiCA review, expected by June 2027, and prepare for any resulting legislative proposal.
